According to the Election Code of the Republic of Azerbaijan, the compilation and refinement of a single voter list across the country begins every year from the beginning of January. The lists are compiled by precinct and constituency election commissions, in accordance with the requirements of the legislation, based on the information provided by the relevant executive authorities and heads of municipal structures, military unit commanders on voters with active voting rights, and submitted to the Central Election Commission. After the relevant work is carried out consistently and systematically, the lists are approved by lower election commissions and made public using the state automated information system. The refinement process, which is carried out in close cooperation with the relevant bodies of the Ministry of Internal Affairs and the Ministry of Justice, local executive structures, and municipal structures, and involves more than thirty-eight thousand members of lower election commissions, is concluded by May 30.

It should be noted that since the start of the clarification of the voter list for 2025 coincided with the eve of the municipal elections held at the beginning of the year, the Central Election Commission, keeping this issue in mind as one of the main priorities, intensified the processes and demonstrated effective activity by taking appropriate measures in accordance with the requirements of the legislation. In order to actively involve voters in the said process and further improve the quality of the work done, an intensive campaign was carried out using various means, in this regard, the capabilities of information and communication technologies, media entities and social media platforms were widely used. Large-scale information posters prepared by the Central Election Commission for checking names on voter lists were distributed throughout the country and placed in particularly densely populated areas and on numerous information boards. Video and audio clips prepared by the Commission on the clarification of voter lists were also regularly demonstrated by broadcasting on television and radio channels, as well as by posting them on the official website and social media platforms. Also, the progressive and innovative project implemented in the "ASAN service" centers within the framework of the joint inter-agency project was continued, providing tens of thousands of citizens who apply to the Centers daily with the opportunity to check their names on the voter lists, determine the constituency and precinct they belong to, and, if necessary, promptly apply to the Central Election Commission on the spot regarding these issues.

In connection with the completion of the compilation and clarification of the permanent voter list for 2025, a presentation ceremony dedicated to the technical and practical mechanisms of the preliminary refinement process was held at the Commission's administrative building on May 26. The event, which was held in person with the participation of members of the Central Election Commission and media representatives, provided detailed information about the opportunities created by the state automated information system in the compilation and clarification of voter lists, further improved software, including special software modules that ensure operational and high-quality activities.

Following the presentation ceremony, a meeting of the Central Election Commission was chaired by Mazahir Panahov. The meeting considered the issue of re-compiling, approving and publicizing the permanent voter lists for 2025. The chairman of the commission spoke about the main stages of the large-scale activity, which covered approximately five months, and highlighted important points. M. Panahov also expressed his gratitude to the Ministry of Internal Affairs, the Ministry of Justice, local executive authorities and other relevant agencies for their close assistance in the clarification process.

At the meeting, it was decided to consider the work on compiling and clarifying the permanent voter lists for 2025 as completed, and to send the lists to the relevant constituency election commissions for approval by precinct and constituency election commissions, and to compile the permanent list of voters for the Republic of Azerbaijan through the state automated information system, and after approval, taking into account the requirements of the Election Code, to make it public by posting it on the Commission's website. It should be noted that at the end of the clarification process, 6,302,093 voters were included in the unified voter list across the country, of which 47.57 percent were men and 52.43 percent were women.

The meeting also approved the minutes of the Commission's meeting held on May 22, 2025, and changes were made to the composition of some constituency election commissions.
